Sir,

With reference to your Confidential Despatch

of the 5th. June, I have the honour to inform you that I am of opinion that the Canadian route should for the present be adopted for all officers proceeding to Hongkong and that a sum of £10 should be advanced to cover reasonable out-of- -pocket expenses to be accounted for on arrival.

2. I may mention that the Nippon Yusen Kaisha has adopted the exchange rate of one dollar one yen for their passage charges from Hongkong to Europe thus making the cost of a first class passage to London equal to about £120 at

s.d. exchange of 3/4 to the dollar.
